Establishing a Safe Parking Program in the City of Gilroy, the project will provide for a safe and secure location for families experiencing homelessness to park safely, utilize restrooms, showers, laundry facilities, have meals provided or a cooking area, and to coordinate access to housing services from OSH. The Safe Parking Program Applicant will coordinate the location for overnight parking, arrange for security measures and sanitation facilities and services to be in place, and coordinate the delivery of services from OSH to the participants in the Safe Parking Program.

The Safe Parking Program is designed to be a short-term program with participants that have been screened and referred through OSH. Program participants will be required to engage in case management services and demonstrate progress towards goals with an initial stay of 90 days which may be extended based on the participant working towards their goals. Program enrollment may also be extended while OSH is seeking alternate stabilization services. The provider should do all it can to engage the participant to work towards their goals. The agency providing services should work with participants to engage through multiple efforts before exiting someone to the street.

The City is proposing to provide up to $50,000 in first year funding to support the creation and management of a safe parking program. Additional funds may be allocated to this program if available and approved by the Gilroy City Council. The City does not require any dollar match or leveraging from other sources by the applicants for the funds provided through this RFP. Any match or leverage is looked at positively within the review of the proposals.

For clarification purposes, a collaborative partner would be an additional non-profit or other entity providing services normally under their own cost, but assisting the bidder in meeting their needs (i.e. a free meal program from a charity using their own donations, and not presenting a cost item on the project’s budget. Another example would be in-kind services). If it is an organization that your firm would pay to provide services, then they should be under contract to provide the services and the proposed amount is to be listed on the line-item expense.
