This amendment is necessary to facilitate the receipt and distribution of critical funding to assist in the response, prevention, and recovery of the COVID-19 state of emergency.  The City has received a second allocation of funds through the CARES Act referred to as CDBG-CV3 in the amount of $422,085.

City of Gilroy Substantial Amendment 3 for CARES Funds

NOTICE OF A PUBLIC HEARING 

OF THE GILROY CITY COUNCIL AND NOTICE OF THE 5-DAY PUBLIC REVIEW PERIOD TO CONSIDER SUBSTANTIAL AMENDMENT #3 TO THE COMMUNITY DEVELOPMENT BLOCK GRANT 2015-2020 CONSOLIDATED PLAN AND ANNUAL ACTION PLAN FOR FISCAL YEAR 2019-2020  


THIS CITY COUNCIL PUBLIC HEARING WILL BE HELD on Monday, May 3, 2021 at 6:00 p.m., or as soon thereafter as the item can be heard, by the Gilroy City Council.

NOTICE IS HEREBY GIVEN that the City of Gilroy has released substantial amendment #3 to its 2019-2020 Action Plan.  This amendment is necessary to facilitate the receipt and distribution of critical funding to assist in the response, prevention and recovery of the COVID-19 state of emergency.  On March 27, 2020, Congress passed the Coronavirus Aid, Relief, and Economic Security Act (CARES) to support preparation for and response to the community impacts of the COVID-19 pandemic and identified additional funding for the City of Gilroy through is Community Development Block Grant Program (CDBG).   The City has received a second allocation of funds through the CARES Act referred to as CDBG-CV3 in the amount of $422,085.

The City’s Citizen Participation Plan (CPP) describes the efforts that the City will take to encourage its residents to participate in developing these plans.  It also provides requirement for public process when a “substantial amendment” to the Annual Action Plan is proposed.  Due to COVID-19, the U.S. Department of Housing and Urban Development (HUD) has issued guidance that waives the CPP requirements for entitlement recipients, provided that (1) no fewer than five days are provided for public comments and that (2) reasonable notice and the opportunity to comment is provided.  This City previously requested this waiver from HUD and amended its CPP to follow this guidance.

Proposed Substantial Amendment

The City is proposing the following amendment to the 2019-2020 Annual Action Plan.

1.            New Activity – Food distribution for homebound seniors

2.            Increasing Funds – Small Business Assistance Grants

3.            Increasing Funds – Rental Assistance Program

In keeping with federal requirements, the City is accepting comments from the public for a period of 5 days, beginning April 23, 2021 and ending April 28, 2021.  The proposed substantial amendment will be posted on the City’s web page at www.cityofgilroy.org/284/Block-Grant-Funds.   Comments received during this comment period and at the public hearing will be listed and addressed in the final substantial amendment to the Action Plan that will be submitted to HUD for final approval. Public Participation in this meeting will be limited. Interested parties are encouraged to participate in this public hearing as this is the time and place when those interested shall be heard and given due consideration. This meeting will be conducted pursuant to the provisions of the Governor’s Executive Order N-29-20.
